Es una congesti\u00f3n derivada de la falta de agua por la fuerte sequ\u00eda de este a\u00f1o que impacta en el comercio internacional.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Hasta la tarde de este martes hab\u00eda 128 buques en cola para cruzar, 54 con reserva y 74 sin ella, inform\u00f3 el Canal de Panam\u00e1 en una nota de prensa, en la que asegur\u00f3 que &#8220;en circunstancias normales, hasta 90 buques esperan para transitar&#8221; por la v\u00eda.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Esa cifra es menor a los 134 buques en espera que hab\u00eda el lunes, como indic\u00f3 el Canal a EFE en una respuesta escrita, en la que precis\u00f3 adem\u00e1s que &#8220;para este mes, el tiempo medio de espera para tr\u00e1nsitos no reservados se sit\u00faa entre 9 y 11 d\u00edas&#8221;.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>La Administraci\u00f3n del Canal de Panam\u00e1 (ACP) destac\u00f3 &#8220;la alta demanda&#8221; de sus servicios &#8220;a pesar de los retos y las medidas&#8221; tomadas debido a la sequ\u00eda, lo que &#8220;demuestra la confianza (de) la comunidad naviera mundial&#8221; y subraya la &#8220;competitividad y el papel vital&#8221; que desempe\u00f1a &#8220;en el comercio mundial&#8221;.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Este atasco ocurre despu\u00e9s de que se limitara a 32, de un m\u00e1ximo de 38, el n\u00famero de buques que puede transitar cada d\u00eda por el Canal, una medida impuesta desde el pasado 30 de julio y hasta &#8220;nuevo aviso&#8221; como consecuencia &#8220;de no disponer de agua&#8221;, como dijo el titular de la ACP, Ricaurte V\u00e1squez.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Esta medida sigui\u00f3 a la reducci\u00f3n escalonada del calado, o la profundidad que alcanza en el agua la parte sumergida de una embarcaci\u00f3n, que est\u00e1 ahora en 44 pies de un m\u00e1ximo de 50.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Esto implica que los buques deben pasar con menos carga, lo que impacta en los ingresos por peajes del Canal de Panam\u00e1, una ruta relevante del comercio mundial que mueve cada a\u00f1o de 500 a 510 millones de toneladas de carga, seg\u00fan datos de su administraci\u00f3n.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Para &#8220;gestionar&#8221; la actual &#8220;congesti\u00f3n y garantizar que los buques en ruta o en cola, que no hayan conseguido reservas, puedan seguir transitando de forma continua&#8221;, se ha optado &#8220;por ampliar la condici\u00f3n de reserva 3&#8221;, a\u00f1adi\u00f3 el Canal, que aclar\u00f3 que la situaci\u00f3n no afecta a la ampliaci\u00f3n operativa desde junio de 2016.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>&#8220;Los tr\u00e1nsitos por las esclusas neopanamax (ampliaci\u00f3n) mantienen su promedio normal de 10 por d\u00eda&#8221;, dijo la ACP a EFE.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>EL IMPACTO<br>Las principales rutas que atiende el Canal de Panam\u00e1 son la Costa Este de Estados Unidos-Asia; Costa Este de EE.UU.-Costa Oeste de Suram\u00e9rica, y Europa-Costa Oeste de Suram\u00e9rica, que se est\u00e1n viendo impactadas de una u otra forma por el embotellamiento.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Por el Canal pasa todo tipo de carga, desde portacontenedores, el segmento estrella del negocio, hasta buques refrigerados con frutas, pasando por graneleros, gaseros y portaveh\u00edculos, dijo a EFE Jorge Quijano, que fue el administrador de la ACP entre 2012 y el 2019.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Los que ahora est\u00e1n aglomerados tanto en la entrada del Pac\u00edfico como del Atl\u00e1ntico son en su mayor\u00eda buques graneleros que transportan carb\u00f3n o mineral de hierro, y algunos gaseros, entre otros, que no pudieron reservar el tr\u00e1nsito. Son naves que no siguen rutas fijas y que tienen que transportar carga con poca antelaci\u00f3n.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Algunas de estas embarcaciones, que pueden acumular hasta 14 d\u00edas de espera seg\u00fan fuentes de la industria, est\u00e1n optando por las subastas para poder conseguir una reserva, lo que eleva sus costos.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>&#8220;Han estado pagando hasta 700.000 d\u00f3lares por poder conseguir esa subasta, a eso hay que sumar lo que cuesta el peaje y dem\u00e1s&#8221;, afirm\u00f3 el ex administrador de la ACP.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Algunos buques con hidrocarburos est\u00e1n optando por otras rutas, como el Canal de Suez o rodean el Cabo de Buena Esperanza, seg\u00fan reportes de analistas.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>LOS PORTACONTENEDORES ESQUIVAN LA CRISIS<br>La gran mayor\u00eda de los portacontenedores, el principal cliente del Canal con ingresos de al menos 1.800 millones de d\u00f3lares (1.659 millones de euros) al a\u00f1o, seg\u00fan afirm\u00f3 Quijano, parecen estar evadiendo la crisis.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Este segmento &#8220;tiene tambi\u00e9n algo de privilegio para pasar por el Canal porque puede programarse mejor con las reservaciones&#8221;, agreg\u00f3.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>La mayor\u00eda de los portacontenedores utilizan horarios fijos y reservan sus tr\u00e1nsitos con hasta un a\u00f1o de antelaci\u00f3n, seg\u00fan datos de la industria.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>&#8220;Si el buque puede reservar para un d\u00eda en particular, el buque se acomoda para llegar justamente el d\u00eda antes que vaya a pasar y lo hace sin tener que esperar&#8221;, dijo Quijano.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>NUEVOS RESERVORIOS DE AGUA<br>Los bajos niveles de los dos lagos artificiales que abastecen de agua al Canal, Gat\u00fan (1913) y Alhajuela (1935), son la causa de estas decisiones operativas que est\u00e1n impactando en su operaci\u00f3n y en sus ingresos esperados para el a\u00f1o fiscal 2024, que caer\u00e1n en unos 200 millones de d\u00f3lares, como ya inform\u00f3 el administrador de la v\u00eda.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>El Canal ha sufrido de forma c\u00edclica problemas de abastecimiento de agua. A la larga sequ\u00eda de este a\u00f1o, se suma la llegada de El Ni\u00f1o, que podr\u00eda empeorar la situaci\u00f3n para inicios del pr\u00f3ximo a\u00f1o, como ya alert\u00f3 la ACP.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>Quijano record\u00f3 que los dos lagos artificiales que surten al Canal tambi\u00e9n abastecen a m\u00e1s del 50 % de los 4,2 millones de habitantes de Panam\u00e1, y que &#8220;hay propuestas para la creaci\u00f3n de otro reservorio de agua, en otro lado&#8221; que deber\u00edan ejecutarse &#8220;inmediatamente&#8221;.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br>&#8220;Creemos que tenemos una mejor idea de c\u00f3mo enfrentar lo que nos viene&#8221; en materia de seguridad h\u00eddrica, &#8220;hay opciones ya estudiadas&#8221; pero falta a\u00fan pasos para implementarlas, dijo el administrador V\u00e1squez a inicios de este agosto.<\/p><p style=\"line-height: var(--wp--typography--line-height, var(--global--line-height-body));\"><br><\/p>\n<p style=\"line-height: var(--wp--typography--line-height,
